Difficulties Persist for Relief Supplies in Gaza's Urban Center Regardless of Temporary Peace

Even if the Rafah crossing at the Egyptian border becomes operational soon, aid groups face significant obstacles delivering assistance to the northern region, the territory hardest impacted by hunger, according to experts.

Infrastructure Issues

Primary highways are virtually blocked due to widespread damage across the devastated territory – or are still under the control of security personnel. Any transport that malfunctions is almost certainly immediately stripped.

The main entry point, the key gateway to the north, damaged by two years of war, has been shut down for multiple weeks, and government representatives have informed NGOs in Gaza that there are no short-term arrangements to reopen the border point, as stated by humanitarian staff.

Damage in Gaza City

The main city was the objective of a significant armed campaign initiated in August that was ongoing when the ceasefire deal was finalized last week.

Destruction in the north has been massive, with whole settlements including local municipalities and Beit Hanoun in destroyed as well as many of the peripheral zones of Gaza City.

"Any operation of a crossing into Gaza is beneficial, but we need to make sure we can help civilians where they are," said a senior director from an international NGO.

Relief Circumstances

Local residents said many of the approximately 300,000 people who have returned to the north from the densely populated southern area where they had been staying during the Israeli offensive were now "living" among the debris of their homes, often without any protection and with insufficient supplies or resources.

A representative from a humanitarian body said the devastation in Gaza City was "devastating".

"There is street after street, structure after structure ... there is massive desperation for drinking water. Conditions are severe. We must have every border point functioning," the spokesperson, who was in the urban center recently, said.

Insufficient Distribution

An organization head based in the northern city said the requirements in what used to be the area's bustling commercial and cultural hub were "immense".

"There is positive expectation and hope but there needs to be immediate enhancement on the crossings. There has been no major improvement on the situation yet," the representative said.

"There remains a small quantity of aid [and] we are just beginning to understand the level of devastation. Numerous roads are overwhelmed by debris ... there is almost no home that is secure. We see destruction and unexploded bombs throughout the area."

Recent Progress

In recent days, relief groups said small quantities of vital cooking gas entered Gaza for the initial occasion in seven months, along with shipments of grain products, cereal and produce. The recent deliveries sent commercial prices tumbling.

In the central town, a civilian said there had been noticeable change since the truce.

"Commercial areas are containing supplies, fresh goods, and produce, although the prices are remaining elevated and not attainable for all people," the individual said.

Cold Season Preparations

"The crucial necessities at present, specifically due to the approach of winter, are to have a temporary housing to keep us safe from the cold and cold-weather clothing because the markets do not have adequate garments for us or, if they can be found, they are very few and extremely pricey."

Nine organization-assisted food preparation facilities in various locations have begun working again since the ceasefire.

Support Distribution

Trucks were reported to have come through the border access point through Israeli territory to Gaza during Wednesday, though exact numbers were unknown.

The nation's public broadcaster announced that the day's aid deliveries would include nutritional supplies, healthcare equipment, fuel, fuel for cooking and materials to repair essential services.

"Relief supplies continues to enter the conflict region through the Kerem Shalom crossing and alternative access points after Israeli security inspection," an military representative said.

Distribution Problems

But counting the quantity of vehicles could be misleading, cautioned an expert from a relief agency. "It's crucial to understand the materials within the transports and their capacity levels for it to be a really meaningful metric," the official added.

Business entities are transporting convoys of vehicles loaded with sweets, fizzy drinks and treats, which have poor dietary quality, while urgent medical support for minors or others who have gone without sufficient nutrition for an extended period are unavailable.

Medical Situation

Throughout the main city, only seven nutritional outpatient clinics are working, compared with numerous in summer.

Many agencies have significant funding in assistance materials stored in the region awaiting entry. A UN agency assisting local residents across the territory for a long time has multiple months of supplies of food for all residents in place to be transported.

"We maintain the materials, the instruments and the expertise ... we just need the access," said one aid worker, just returning from Gaza.

Diplomatic Considerations

A proposed plan specifies that "comprehensive" aid should be delivered to Gaza and be distributed through humanitarian bodies and relief organizations, without interference from both armed factions or national security.

This seems to prevent the disputed authority-approved humanitarian organization which commenced activities in spring, leading to disorderly situations and numerous casualties as numerous individuals gathered around its distribution sites.
